How do I get conductor score Time Signatures to Look like this?
I specifically can’t figure out how to make the time signatures be centered on the top staffs. Right now they always align with the top of the top staffs.
On the Time Signatures page of Engraving Options, try setting Gap between top of staff and time signature to e.g. -3 or -4 spaces.

Is your time signature position and size setting in Layout Options set to ‘Show once per bracket’ or ‘Show at system object positions’? Think it should be the latter. Because it seems like your setting are on ‘Show once per bracket’ with the ‘Vertical alignment relative to bracket’ setting set to ‘Top’.
If you have time signatures set to Show once per bracket (in Layout Options) I don’t think you can adjust the vertical position of the time signature when Vertical alignment relative to bracket (in Engraving Options) is set to Top
I think an issue might be - if you have time signatures set to Show at system object positions (in Layout Options) and you adjust Gap between top of staff and time signature (in Engraving Options) to a negative value - that the signatures will overlap notes, ie the notes and the time signature will start at the same position, whereas with Show once per bracket the music is shifted to begin after the time signature.
Does anyone know if it’s possible to adjust the vertical position of time signatures that are shown once per bracket, vertically aligned at the top, without them overlapping notes?

It is indeed currently set at show once per bracket with vertical alignment at the top because I want it to appear on top of the winds, brass, and strings sections.
A workaround would be to manually adjust the Note Spacing of the first note (and any other first note after a time signature) in Engrave Mode. You would also need to drag the time signatures to after bar lines first.
