Did you mean that you tried combining those systems into a frame?
Usually there will be some pink (or Deep Magenta!) signposts that indicate System/Frame Breaks. Unless those signposts are hidden, the lack of them indicates that you haven’t performed this operation correctly.

Yes, IIRC Finale had a useful function that would say how much space was remaining to move the next system onto a page. Since Dorico does not have that (yet?), one must play a bit with system and staff spacing and size in layout options until one finds suitable settings for that to happen automatically. But it works.
One other thing: if you made the Text of the Tempo mark “Calm and Floating”, then it would be all in one line with the metronome mark, and would sit easier in the parts without adjustment.
