I created an ossia staff and used the Lyrics tool to add Roman numerals. I then clicked on the first chord and went to Create System Text - Default Text to type the chord symbols over the ossia staff. They looked exactly where I wanted them while I was typing them out, but when I was done, they popped up to the top staff. Can I move them to be right above the ossia staff? If so, can I then create more space between the bass clef staff and the ossia staff?
System text appears on the staves that are specified in Layout Options. Normally, that is just on the topmost staff and other selected instrument groups, but you can set exact staves. I don’t know whether Ossia staves are included.
If you want these symbols just over the ossia staff, then you should use Staff Text, which appears over the single staff where you enter it, not System Text.

No, I mean Create Text, not Create System Text.
Broadly speaking, system text behaves like tempo marks: it appears over the top staff in the score (and others, if you configure it that way), and over the staff of each instrument in parts. Staff text only appears over the one staff where you place it, which seems to be what you want here.
Under the Create Text menu, each of those items represents a different paragraph style (defined in Library > Paragraph Styles). You can start with Create Text > Default Text, if you like, and then style things appropriately. Or you can create a new paragraph style just for this, and then it will show up under the Create Text menu.
