how do i open vst instruments in cubase 6 elements?

hi guys i was just wondering i have followed the instructions here http://www.vst4free.com/index.php?n=faq
but when i lauch cubase and then vst instruments they are not on my vst list any tips?

Create a VSTPlugins folder in the main Steinberg program folder, not Cubase and put the .dll’s there. Go Devices-Plugin Info and click the VST2.x Paths button and point to that new folder’s location. Restart Cubase.
