How do you make an inactive MIDI OUT active?

I am pulling my hair out trying to get the inactive port to become active. I have 2 Midisport 2x2 Anniversary Edition USB Midi interfaces which I am running on Win 10 Pro 64 bit and Cubase Pro 9 64bit.

Any ideas how to sort this?

It will show as Active once you use it on a track, etc. For example, on a MIDI track select it as the destination of MIDI out.
Think of “active” as meaning “being used”.

Can’t select it in the MIDI Device Manager. In any of the patch scripts

Do you know which of the Midisport devices it is (physically?) If so can you get the port to become active if you use it on its own? If not then it sounds like a hardware fault.

Or is it which ever Midisport device that is connected to a particular USB port? Or??
