That’s an octave range, listed under the clef menu/popover.

Select the notes, Shift-C, 8, enter

In Dorico, this is called an octave line. As @Derrek and Marc have told you, it’s either created using the Shift+C popover, or via the Clefs panel on the right-hand side in Write mode.
