How to "break" between two CC automation points?

How do I “break” the line between two CC points?

In other words I would like the top lane to look like the bottom. I’d like to restore the dynamic defaults between specific points. Somewhere along the line I drew in some automation that is connected all the way through the track.

You cannot currently split an automation region, I’m afraid – but you could try deleting the troublesome region in the CC1 editor, then copy and paste the corresponding region(s) from the CC11 editor.
