Please see attached measure the first note of the measure is a dotted quarter note but when I entered it I made a mistake. I have to enter a dotter quarter rest instead. What is the best method to change to dotted quarter note to a dotted quarter rest. or I have to rewrite the complete measure.
Your help to solve this problem would be greatly appreciated.

Select the dotted quarter note and hit Delete or Backspace.

but can it be a quarter rest dotted, instead of a quarter rest and an eight rest

Dorico can! But because it not a normal notation rule to do so, you must force it.
Select the quarter rest and hit o (the clamp icon for force duration on the left should turn blue) then . (to create the dotted rest).
