How to create Scripts/Macro commands?

Hi all,

Longtime Cubase user here - currently 9.5 Pro.

I have never concerned myself with anything other than Key Commands for the purpose of shortcuts - but today while editing MIDI notes I thought:

Can I open up a MIDI file and use a macro command or script to automatically select all (only) 8th notes?

Again, this is new territory for me - any tips would be fantastic! Thanks!
