When exporting multiple stems, there is an option to export within locators. Problem is, Cubase adds extra length to tracks that don’t extend to the right locator. Is there any way to export all multiple tracks within the locator bars but ONLY to individual length of each track?

Sorry, this is not possible in Cubase. The length is set by the locators or by the Cycle Markers. You cannot set individual lengths per track.
Maybe Render in Place would work better for your use case.
Nuendo can do Render in Place Export.
Glue them as one event per track and Export selected events
