Any chance of a workaround for the tuplet issue? Without this I’m finding it very difficult to use, since I almost always have tuplets.

Also, I noticed that slurs and dynamics don’t get adjusted to match the new durations, so everything gets misaligned.
I have the same question. Until a solution is offered, I am exporting my score from Dorico as MusicXML, importing to Sibelius, then running the built-in: Ribbon > Note Input > Transformations > Halve Note Values (which opens the selected score in a new window) and then re-exporting back as MusicXML to Dorico. As you can see below, everything is exactly halved in value, including Time Signatures and tuplets. Slurs also remain anchored to the original noteheads:
