Did you purchase a license or do you want to run a trial version? The more info the easier it gets to help you 
i tried opening halion sonic and this happens , i dont think theres a free trial for this? and i cant find the license for this
Indeed, Halion Sonic comes as a free version with Cubase.
Which Cubase version are you on? Older Cubase versions are not compatible with later versions of Halion Sonic - this would explain the error message.
Is that the free Navia Harp I see? If it isn’t it needs a licence.

where would i find the license ? i just got the free download. i downloaded the installer
i found the problem. it was missing the login page
