I’m new to Dorico and stumped on a few things. I want to create a layout in which page 1 has the title and chord diagram library, and below that I want to place lyrics in a text frame. Then I want the notation to start on the top of page 2.
I’ve tried to add a frame break at the beginning of the first system (by selecting the first note and using shift-F), but nothing happens. Thanks for any advice.
In Engrave mode create a new page template (right panel). Then at the top, right click on page one and change the template to the newly created one. You’ll probably then need to change page two back to the first page template. You can then double click on the newly created template in the right panel and add text and graphic frames as needed.

No, it can’t, I’m afraid. You might want to employ a workaround like making a graphic slice from the chord diagrams used frame on the first page of music, then importing that into a graphics frame placed on the first page of the layout, and then turning off the automatic chords used frame.
