You may find that Notation Options > Note Grouping > Syncopation has settings that better suit your purposes (switching the very first option in there will fix this, but may have undesirable consequences elsewhere).
On a case by case basis, select the first note, hit O to Force its Duration (locking that note value exactly as it is), then hit T to tie.
