How to 'transfer' license from my PC to my Surface ?

I just recently purchased Elements 10 and installed it on my Pc.
Now I want to use it on my Surface Pro instead (to have it next to my piano).

When I try to register it says license is already in use. I checked in eLicense Control Center and on mySteinberg but it is not clear to me if / how I can do this

Any help is appreciated.
