Reinstalling update 14.0..30 did not help.
Preferences - General - HDPI on/off did not help
Replacing all xml setup files from older instance did not help.
Restart did not help.
Fast CPU & graphics. No problem yet. No such problem until now.
What next?
This is in Nuendo but you should be able to adjust the paths and find the equivalent srf file for Cubase
unfortunately Cubase has no such .srf file, here is entire list:

Some .srf seem to be related with concrete plugins, some are probably global.

Erasing (renaming) srf file in the list above also did not help.
No way, nothing helped, no such .srf file in Cubase 14, deleting another .srf files is also wrong way..
But:
Complete C14 uninstalling and new installing SOLVED this issue!

Right…well now you reinstalled I guess the file is there like it needs to be. No idea why it got deleted by the update in the first place though.

The “new install” worked for several people in the past but not for everybody.
Still it would really be interesting to understand why the file gets deleted.
according to reports here, this cubase issue is three years old, simple issue which can be 100 per cent reproduced everytime it happens and is related with some configuration saved somewhere. Easy task for dev team. It makes Cubase completely unusable, removes UI from all stock plugins, removes level meter from control room, IGNORING SUCH OLD BUGS IS NOT USER FRIENDLY: PLEASE LISTEN, STEINBERG, AND IMPROVE YOUR POLICY!
Easy? Can you then please write down the step by step instruction on how to make the file disappear in 100% of all cases?

OK, do you know something about software development? Noone knows how to brings cubase to error state. But when it’s in this state, it’s 100 % stable. So Steinberg team can ask users for data. Alternative way is to do nothing and add some random plugin to a new version, that’s much easier.
