There is no Cubase 12.0.80 update. Or am I missing something?

Very likely.

I’m pretty certain that someone from Steinberg said in the forums that 12.0.70 is the last planned release of the version 12 product cycle, though perhaps there will be one final version 12 release to backport some bug fixes once Cubase 13 has shipped.
