In any case, it could be due to your justification settings, see Layout Options > Vertical Spacing

Can I suggest something that took me a while to understand? You can often fix these issues by adjusting the frame size in Engrave mode. Click on the blue border and slide the bottom margin up a bit and you might see things fall into place automatically. I really dud not understand this at all, having come from Finale. Now that I do, life is much easier!
Essentially, by making the frame smaller, you’re making the contents a larger percentage of the frame’s size; thus going over the thresholds as shown in the diagram above.
And, iirc, you’re creating page overrides, which are really bad. Like, as in: BAD…
Because they effectively lock the page in place and prevent a lot of Dorico’s automagical formatting wizardry from happening. Trust me, you don’t want that!
I know it’s very satisfying to have that kind of instant gratification, but do yourself a favor and study Ben’s PDF above and then edit those percentages in order to make changes.
