I refreshed the operating system and when I wanted to reinstall Cubase Pro 11, after entering the Activation Code for Cubase Pro 11, I received the message in the picture.
I have Cubase Pro 11 and on its box it says: Free update to current version.
Please help me with concrete advice on how I should proceed to be able to use the software I purchased.

It was a free update to current version when you first bought it, not when you reinstall
You need simply make sure the Elicenser control Center is installed on your machine and to plug in your USB Elicenser key before launching Cubase
