A question for those of you who do engraving more professionally than me 
My piece starts with 3 items that need to go there: The tempo (“quasi con birra”), the Segno and the information that they don’t play on D.S.
How would you de-clutter those 3? Should I switch the tempo line and the Segno so the tempo lands above it? (How would I do this in Dorico, is there a setting to switch them?)
Other ideas?

You could move the “tacet” to below the staff.
I don’t think the arrangement of text and symbols is unclear as it is.
My thoughts are: tacet (Latin), bei (German), Dal Segno (Italian) is a bit of a linguistic journey.
The player must turn back to the beginning, in order not to play it? Ideally, a multi-measure rest would be better in the part, but it’s hard to reconcile that with the score in a notation app.
Do you mean ‘ubriaco’? (Drunk, rather than just ‘with beer’…?)

To give some background: This is a kind of fun German Polka, so we are used to Italian tempo markings combined with other German instructions. And the term “tacet” is also common to denote that e.g. Trumpets and Flugelhorns don’t play on some passes (most of the time alternating with Euphoniums).
The term “quasi con birra” is meant as a joke, since the title of the piece will be something along the lines of “beer station polka”
And just to put this out: I also don’t think that the arrangement is “unclear”. The pile of text just does not look good to me…
(I’m by no means part of the target audience of your question given your opening sentence so feel free to ignore).
Since this is a polka following German notation practices, have you considered using the serpent Segno marking next to the barline (as a text item or PT)?
It’s a style choice but it would at least partly eliminate your stacking conundrum. 
D. S. tacet until bar xx?
Could also be a possibility.
Or position the tacet just to the right of the segno.
