I am wondering whether there’s a way to simply import the keycommands_fr.json into this new Dorico for iPad app. I know I can re-enter everything but that’s a long and tedious work…

No, I’m afraid it’s not possible, and in any case I’m not sure it would be advisable, since the keyboard handling on iOS is quite different to that on macOS, and I believe you will find quite a few of your existing shortcuts that very probably will not work.
