For the performance notes pages and free-standing incipits and one-time instances of complex contemporary notation collages, et cetera, I need to import svg’s and freely place them without making them a Playing Technique. I looked at the short svg and Graphic Slice section of the manual but cannot find any info for how to import and freely place these various svg’s. I looked in the Import menu as well, but no dice there.

You can’t. The only options are a playing technique or a graphic frame, as far as I know.

A lot here depends on what you intend. If you’re merely trying to add graphic illustrations to a page, you do this in engrave mode by adding a graphic frame to it. Double click on the graphic frame you just created and select an .svg file.
This isn’t any substitution for playing techniques or ornaments, though, they are not the same thing at all - that is done in write mode and only affects the music in music frames.
