I am using VSL studio special editions for my instrumental playback, and I have downloaded the list of maps from the Vienna assistant.
In the list of EMs in VA brass is listed as including horns, but when I open it in Dorico, there is no Horns, only Low Brass, which I guess is Tuba and Euphonium.
So do I use Low Brass for all Brass, inc Horns?

You could create a new Dorico project with just a horn player and then assign the VSL playback template that you created in Vienna Assistant. With that it will automatically assign the correct instrument preset (probably velocity) and correct expression map.
You can also expand the „Expression Map Data“ section at the top of the window and it will show you for which instruments and presets that map had been created.
