Note that for fairly large scores (this one has more than 10 instruments), the position of the measure number is shifted in measures with notes, while in measures without notes it is in the regular position.
It might have something to do with the completely emptiness of those bars. However, those are the on-screen courtesy bar numbers, so it’s curious that they react to notation.
If you’ve got printed measure numbers on every single bar and staff – do you need the on-screen ones?
