The same way that we can set the loops in the Project & Key Editor to be independent of each other, we should have the ability to have different Quantize settings in the Project & Key Editor. Use a button in the editor to enable it, just like the loop is now.
I generally want the Project to snap to bars and the Editor in smaller units.
