input being and not being recognized fx and audio track

Hi:
Spent a lot of time learning this lesson :imp:
when I create a audio track and then I create a fx track the fx is recognized by the audio track.
However, if I first create the fx track, the audio track does not recognize the fx track.
Is there a problem with c.b.or is that just the way it is???
