under System Tract . It only has
Numbering Bars. Not adding Bars.

Hi @garydavidsills, here some methods to insert bars (measures).
First of all: to be able to add bars (if you start for example with File > New) you need first to define a Time Signature (4/4, or 6/8 etc…) at the beginning of the flow.
You can then add bars as following:
using the right Bars and Barlines panel (Insert Bars section):
or you can use the System Track:
or you can use the Bar and Barlines Popover: select something in a bar > Shift+B > write the number of desired bars > Enter:
