It looks more convoluted than it is. Only the last 3 items (Comma-O-{any note name letter}) really belong to “how to enter an explicit rest.”
Normally, of course, we needn’t enter rests at all; Dorico takes care of that. It’s only in a specific (relatively rare) situation like this that we have to get fancy.
