I strongly disagree. The Lock prevents you from moving the event.
If this would be implemented, you don’t have a way, how to lock it really. Now, you have a way, how to reach your goal - just unlock the Audio/MIDI Event/Part.
I think you misunderstood.
I would like the locked event to NOT move, but I would like all other events to move when using Insert Silence.
Currently, Insert Silence will not work at all if any locked event exist beyond the Left Locator.
Try it.
As in: nothing will happen. Not to any of the 3 tracks.
AFAIK this is an ‘as designed’ behaviour. Locking the position really does mean it cannot be moved whatever you do. But I agree it might be better if Insert silence could move all non-locked events anyway.
In the meantime, one workaround is to move any locked events to a different track and then use the range tool to select the range for the insert behaviour on all tracks except the track with the locked event. This works but it’s not very practical.
My understanding is that Insert Silence go by the range set by the Left and Right Locators. It doesn’t take a range selection into account. Have you tried it?
My point is, that the command does nothing if there is a locked event on ANY track to the right of the left locator. (See screenshot above)
I understand that and I agree it’s awkward. The workaround I suggested functions but it’s not very practical. Another possibility would be to select all events and use cut / paste. But once again, not very practical.

While finicky, I can make a range selection on all tracks that does not have locked parts and Insert Silence will work on those.
I wish that tracks with locked parts were simply ignored by the command and still work for the remaining tracks instead of doing nothing.
