In this example, I want to insert a frame break at the end of the flow n°2.
Dorico does not let me insert a frame break.
How Is the best way to insert a page break ?

Frame Breaks push music onto the next frame, so what you actually want to do is to insert a Frame Break at the beginning of the second flow.

I was inserting a break ad the end of the previous flow.
It works now.
