Hi there, please make sure Windows 7 has Service Pack 1 and that the Platform Update for Windows 7 and .NET Framework 4.0 or later (ideally 4.7.2) are installed.
Cubase 10 is not going to work with those graphic options, though, you need to enable Desktop Composition and ‘Use Visual Styles…’
