Installing Cubase LE 9 on new PC

Hi

Ive decided to install Cubase 9 LE on my new Win10 PC mainly as my old PC is struggling to run it.

How do I go about it?

Can I still download v9.3 (no DVD) or should I download 9.5 then upgrade? What about the licence?

There is no option to download v9.3 when I log into My Steinberg on my new PC.
