When moving the left or right locators, is there a way to have the cycle region to update interactively, or show interactive lines over the project area?
I have to release the mouse for the region to update. Until I do that, the only way I know where the locators are being set is by looking at the ruler. This is impractical when I’m trying to set locators over a specific section of an event. I’d like to see lines or the region to update at the same time I’m moving the locators.

No, the new position is applied on mouse-up event.
No, there is no way to show a vertical line down from the Left/Right Locators while positioning it.
Sounds like this should be a feature request.
What you can do is grab the left or right locator from the ruler and then, while still holding it, move your mouse cursor down over the Project Zone before releasing the mouse button. This lets you line up the locator with an event.
