I realized that a diagnostic report can be created by anybody at any time, so I made one myself and had a look at what kind of data it generates.
The content is defintely only for the eyes of Steinberg employees, not for the public. It is a good thing that they block the upload. Sorry for misguiding you there.

Just to update: Between the tech from Motorola (router), the tech from Spectrum (ISP), and myself, we determined that the probable cause of my problem with the internet was a corruption of Windows. My biggest fear. I tried every possible way to repair it, but every attempt resulted in Windows telling me it couldn’t be repaired. So I finally had to wipe my drive and reinstall Windows. Even THAT was an issue that took several attempts.
After the successful reinstallation of Windows, my internet access was restored. After reinstalling Cubase, it opened up with no problems. In fact, it’s running better than before. I had had a couple of minor glitches in the program for a few months that Steinberg could not resolve. Those glitches are now gone. Thanks to everyone that tried to help, and hopefully someone will read this someday and know how to fix their problem.
Now that you’ve done the hard work, it’s actually for the best. Sometimes a good old-fashioned Nuke and Pave is the best thing. Glad you got it all sorted.
