The day or so after Finale quit the business, I purchased the Dorico crossover package.
Dorico for IPad has since shown up on the IPad.
Is it included in the crossover package?

The iPad version is not included in the crossgrade. It isn’t included in the regular option, but it is free anyway.
There are subscription/lifetime options, they need to be purchased separately. The free version might suffice for the start, and then you can see, whether you need more features. The feature set your get for the paid version is comparable to Dorico Elements.
How does one sign up for the one-time payment to unlock engrave mode?
You can purchase the Lifetime Unlock in-app purchase from within the app itself. If you tap on the Engrave button in the toolbar, you will be prompted to make the purchase at that point. You can also choose Lifetime Unlock from the menu at the right-hand end of the toolbar.
