Agree. It seems we have been down a rabbit hole. Nevertheless, I have never seen a 3/4 meter with 4 quarters but I have seen 4/4 over 12/8 in some baroque organ music which I cannot put my hand on at the moment. It was either Bach or Buxtehude. while “12/8” was not actually written out, it was 4 quarters in one clef against 4 dotted quarter notes in the other clef. I’m thinking it was a chorale prelude on a German tune. If I can find it, I will share it.
Hopefully, others with questions will be more respectful of those trying to understand and help as is usually the case here in the forum. Unfortunately, there are a few egotistical folks here but that’s par for the course I suppose.

The OP asked the question using these words because that is what this general mechanic is called in Finale: You specify one time signature and tell it to show another one. Finale uses this for pick-up bars, split bars, polymeters, … So the OP would not know that for Dorico users this could make a difference.

I get what you are saying but the OP began to suggest things that are just not realistic and we all were trying to understand what he was wanting. Then the OP came across as arrogant and disinterested in providing additional info (that @Janus asked to clarify the question) in order for others to help him, the OP.
@charles_piano happened to chime in about pickup bars which accidentally answered the OP’s question that never really asked about pickup bars. So, there is some onus on the poster to be polite and follow through with info if they want helpful options. I know. I had to learn that lesson…
