Is It possible to update Cubase LE11 to LE13?

So, I just bought my new HDD after ex-one broke. And, I reinstall the Cubase LE 11 and it work fine. But, I really need more information that Can I update Cubase LE11 to LE13 with the same activation code or not?
So, the recent problem is I can not run the Cubase LE13 after download it from Download manager. After, I tried to run it. It shows no License found. I had already check Activation Manager, It show as the same way as No License Found. So, In my eLicense control center already activated it.

Can anyone give me an answer that how to fix this kind of problem?
-why my Activate manager show the No License found even I have activate my eLicense?

Hi and welcome to the forum!
It should be possible to request a license for Cubase LE 13. You don’t get it automatically, though. Here’s a thread about this topic where you can also ask whether your license can be updated:
