Hi, I’m asking for my company.
We have some spare licenses and want to use them on one shared PC that can be accessed by 9 people in our department.
Is this legal? Or do we need to buy 9 licenses for 1 PC if 9 people will be using it?

The End-user License Agreement says this:
2.3. If the software is protected by account-based license management, you may install the license of a software on any number of computers which are in your possession, activate the software only on a limited number of computers (see the FAQ on the Steinberg website for the number), but the software must only be used by a single user (single-user license). For single-user licenses, the software must only be used by a single user. If more than one user will be using the Software at any one time, you must either purchase multi-user licenses or additional single-user licenses. In the case of a multi-user license, the number of seats (or quantity of multi-user licenses) specifies the maximum number of simultaneous users of the license, either using machine-based licenses on shared computers or consumed from a pool of floating licenses used across a larger number of computers.
So if the computer is used by one single user at a time, then this is compliant. The company owns the license and your users are part of the company.
One important point is that single-user licenses have three activations. You aren’t allowed to split up those activations over three machines and have separate users use them simultaneously. That’s what multi-user licenses are for, as they have a single “seat” per license and combine together into a single license which is easier to administer across a group of computers.
If your users have different local user accounts, your licenses on the computer can be made available to other local accounts using “All Users Mode” described here: Manual deployment - Steinberg Multiuser Administration Guide
