Is there a method for changing the input/output ratio for CCs?

Is there a way to change the input/output ratio of MIDI CCs going to a VSTi?
For example, I would like the full range (0-127) of my CC1 controller to only effect 0-64 on my VSTi, so that the controller at the top position only reads as 64 incoming on the MIDI monitor.
I would like to do this in Cubase itself using the Input Transformer or other method in the inspector (not using my controller’s mapping software).

I haven’t tried running this and it is probably incomplete and/or incorrect - but something along these lines
