Is there a way to assign a key command to a specific plugin on a specific track?

I’m always opening and closing the fabfilter on my master bus, but I have to open the mixer window to get to it every time.

No, this is not possible via Key Command. What about to make a Workspace for this and call the Workspace by the Key Command?

You could do so via MIDI Message (from your hardware MIDI Keyboard or MIDI Controller), but only, if you use a project template (the count of the track must not change). Then you could use Generic Remote to assign MIDI Message to the command.

The problem is, the channel is assigned by the Channel slot. So once you would add a track, the command would open the plug-in window of the last track.
