is there a way to fix horizontal collisions/overlapping?

I have a score where I’m trying to save pages, by putting in system breaks and using the “wait for next system break” property.

However, in some cases, the result ends up with measures where the notes are collapsed so far horizontally that beats are overlapping:

Any attempt at moving around the handles in Note Spacing mode just makes it worse:

Nothing under the note spacing menu in engrave mode seems to affect this either. Is there some secret to fixing this?

Try changing the default space for a quarter note from 4 spaces to e.g. 3 1/2 spaces on the Note Spacing page of Layout Options.
