Select them and press F. Not sure about flipping to side.
It’s a pity that the notes are not in place. I want the positions of the notes to be changed all at once, like in the picture.
May I politely ask why you want to do this?
Because Dorico is not (yet, if ever) designed to handle this sort of visual manipulation, what I did for the following images was to take a screenshot at the largest zoom percentage which would still fit on my monitor and then flip it vertically and horizontally in an image editing application.
You could probably then be able to import such images as graphic slices, re-sizing them where necessary and re-spacing any existing “real” notation to avoid collisions and/or overlaps.

How does mirror reversing change the rhythm? The note values are all just quavers. Puzzled as to what you are referring to.
