Is there a way to trigger delayed vibrato for each note played?

Looking for a way to trigger a delayed vibrato for each note played. Trying to mimic vocal delayed vibrato, where a sustained note is static until a period of time elapsed and then the vibrato kicks in. The playing of a note would have to re-trigger the timer for that note only.

This is often achieved in the instruments themselves.

Retrologue has a “fade in” parameter for LFO3 and LFO4.

Another common option is to assign your vibrato (or LFO depth) to a controller, such as the Modulation Wheel, and manually bring it in where or when it is required.

In case of overlapping notes this would require either Note Expression or MPE, though.

There is also the chance to use the Cubase Pro modulators (ModScripter with a NoteOn preset → Shaper) controlling a vibrato plugin. But that requires a bit of a set up.
