Yes there is. Check the Audio File Preferences section. See attachment.

Very occasionally, you may find that a file will open with the overview anyway … in that case, just drag the top of the wavefile up and the overview will disappear.

Shortcut: double-click on the splitter.

I also notice this. It seems that sometimes a WAV will randomly open with the overview activated even though I have it turned off in the preferences.

FYI … this is very rare and does not bother me at all. It only ever seems to happen after opening a new project (that is, you are working on one project, and then open another one to replace it using the “open project” dialogue).
