The Key Commands import is for ancient .key files, a format that was deprecated at least ten years ago.
Key commands aren’t imported as such now. You should find the key command presets you created in the older version and copy them to the corresponding folder in the newer version.
There’s a list of settings folders in the Steinberg knowledgebase.
(I have requested that the “Import” option be removed, or at least marked moire clearly.)

So, after some search here and there, I gather here what I found :
In the command line of the ‘Run’ window, enter this path: %appdata%/Steinberg
Locate the folder which is named the same as your Cubase/Nuendo version.
eg for my new version:
C:\Users<name of user>\AppData\Roaming\Steinberg\Nuendo 6.5_64\Presets\KeyCommands
That’s where the user key command presets are (.xml files).
Paste the one you want to 'import".
When you open Nuendo/Cubase, the new preset should be listed in the preset list of the key command menu.
