Issue with Tempo equation placement

I am working on a 4-mallet marimba piece. In the music is a tempo equation at a time signature. However, Dorico is aligning the tempo equation with the courtesy time signature at the end of the system, as opposed to the start of the music on the next line.

I have searched all of the engraving options and cannot find a way to have this place appropriately at the start of the next line. Any suggestions?
