I’ve searched the forums and the owner’s manual for an explanation as to why the beginning of midi record isn’t functioning the way that I want it to.
It seems that when I press the “record” button, the cursor moves back slightly from where I want the recording to begin. Please have a look at my screen captures. Thank you.

A) By default, Cubase snaps MIDI Parts to Bars by default. You can change it in the Preferences > Record > MIDI.
B) You can enable/disable count-in. But this one just plays back before the recording starts.
