I typed “keyboard shortcuts” in the jump bar and, instead of jumping to the settings, it opens the browser with a page “http://localhost:53047/dorico/keycommands/”.
What is going on here?

It’s showing you the keyboard shortcuts you have set up.
I believe that the jump bar won’t take you to anything in the Preferences dialog (like Key Commands), only items in Options dialogs.

thank you very much for explaining this to me. This was the first day I was trying out the jump bar and in my Firefox browser I wasn’t shown anything on the page, probably because of my restrictive safety preferences there. But following your hint, I was able to discover this in Safari. Thanks again!
