just purchased but e-licenser doesn't work

I just bought another copy of Wavelab but can’t activate it because of the error message: A connection to the license server could not be established…

Is the license server really down? Or is there a problem with the software that it can’t traverse firewalls or something???

Make sure that your firewall allows eLicenser Control Center to connect or turn it off temporarily.
You can also try downloading using another computer. Only install eLCC from elicenser.net and connect your USB-eLicenser.

It can be that your firewall or proxy server is blocking the connection to the server.

Also, you need to have all of your Steinberg applications closed in order to download any license.
So, please make sure that WaveLab is closed.
