Key command *Change focus (window) within the program*

The key command Change focus (window) within the program (⌘< on mac) is not in the list of keyboard commands and therefore cannot be changed. It is not documented anywhere. Is this correct? Or have I overlooked something?

Isn’t the changing of Windows controlled by the Operating System, rather than the individual application?

I think they just took over the OS behaviour and therefore did not make it changebable.
On PC it’s the Tab key btw.
